If the Congress does decided to add more fiscal stimulus it should do so with an exit strategy in mind. He says it is not clear there is a fiscal exit strategy as yet.

A target of keeping the deficit to the amount of interest payments (which he says is now 2-3% of GDP) would be a substantial target for policymakers to shoot for.
