–BLS Report Looks At Mid-Month Figures; Census Hires Peak In May-June

WASHINGTON (MNI) – Census workers are expected to make a
significant contribution to Friday’s employment number, with actual
census workers hiring peaking between May and June, the U.S. Census
Bureau Director said Wednesday afternoon.

“This report will be our employment as of the week of May 12th,
which will be a big rise for us,” U.S. Census Bureau Director Robert
Groves said in regard to Friday’s BLS Employment report at a media
briefing Wednesday.

Groves said the week of the 12th of each month is significant
because that’s when BLS takes a count of census workers and estimates
the change from the prior month.

The U.S Census Bureau reported 573,779 total employed census
workers for the week of May 9 through the May 15, and 156,335
employed census workers for the April 11 through April 17 week. That
addition of 417,444 workers does not involve any double counting, he
said.

“Those are unduplicated,” Groves told MNI, adding, “How can
I say this clearly, those are jobs occupied by a person.”

The BLS April Employment report reported roughly 66,000 census
workers were added, which is an estimate for the change from March to
April.

Data for the same time frame from the U.S Census Buereau shows an
addition of 60,621 from March to April.

Some reports had suggested the discrepancy was much larger but that
would have been the case only if the April Census total were compared to
zero, instead of to the preceding month.

“The numbers were printed on our Web site allow you to see our
contribution to the big national number,” Groves said.

When asked if Census hiring will peak in May, Groves said
the peak will occur from May going into June, with
June’s total being slightly lower than May’s.

“The week of the 12th of June will be lower that’s what you have to
remember,” Groves added.

Groves said July would be a dip from June, but August would be
higher than July.

“August might be a little higher depending on the scheduling”
Groves said.

Micheal Cook, Branch Chief of the Census Public Information Office,
told MNI that Census hiring is currently on schedule.

“2010 Census operations are on pace with the original estimate of
having approximately 1.4 million positions over the lifecycle of the
entire 2010 Census,” Cook said.

“However, it is important to point out that positions span
different periods of time coinciding with our various operations and
therefore one person may be rehired and could hold multiple positions,”
Cook added.

Groves said the Decennial 2010 Census has done most of its total
hiring already.

The Decennial 2010 Census is currently in the “Door-to-Door” phase,
with census workers physically knocking on doors. It is also the period
when the number of people working for the census peaks.

Groves said, “it will go down dramatically,” when the door-to-door
phase ends, which is currently scheduled to happen July 10.”

The BLS Report will be taking statistics from July 12.
