Fed's Kashkari: Right now the main concern is that inflation is going to be too low

Is that really the main concern?

I mean, stocks are at record highs and the unemployment rate is very low. Yes, the lack of inflation is a puzzling and there is a real risk of Japanification but is that the main concern? I'm not so sure.
