Why not use the word 'contributed', which is fine. Low rates definitely helped, so that's fair. But the politicians and bureaucrats of the world are insistent on using the word 'created'.
I mean, who is really 'creating' a job? When companies need help to make money, they hire. It's a mutual exchange not a gift.
