• Germany, France checking how to speed up paying capital into ESM
• Voluntary debt restructuring of Greece has to happen soon, second aid package agreed
• If no progress on Greek aid package, next aid tranche to Greece cannot be paid out
• Wants European Finance Ministers to map out plan on financial transaction tax by March
• Germany, France will push for financial transaction tax on euro zone level if EU not achieveable, but not full agreement in German govt on this (I bet)
