Jawboning is their best hope
Saudi Arabia is the only OPEC vote that counts and they've never gave the slightest hint they would cut unless non-OPEC producers (like Russia and US shale) decide to join in.
The odds of that are infinitesimal.
Best case is that comments like this can convince some highschool-dropout oil traders to buy and drive up the price of crude a few dollars so OPEC members can earn a few more dollars.
