Koike is putting emphasis that the surge in virus cases is mainly due to the younger population roaming about nighttime entertainment areas in Shinjuku and Ikebukuro.

She says that the government knows what ages, areas and industries that are seeing new virus cases and that local authorities will send a "clear message" to them, adding that 47% of cases in the past week are of people in their 20's.

In any case, the takeaway here is that they aren't going to restrict businesses or reenact state of emergency measures - for now at least.
