The data provides information on the number of announced corporate layoffs by industry and region and acts as a general labour market indicator. The headline percentage seems to be massive but in context the amount of layoffs aren't as overwhelming. It's still quite a hefty amount of jobs being cut but the data here tends to be volatile and holds little bearing for the jobs market report tomorrow really.
The initial jobless claims data due at 1230 GMT tells more of the story with regards to the US labour market.
