I have to think that Democrats will go ahead with this, despite the obvious problems with a proposal that will fuel demand and further strain refineries. By floating it and taking it away, it's like an own-goal.
In any case, the White House noted that this will need to go through Congress. However I don't think the hurdles are high for it passing. You don't want to be the Congressman voting for higher taxes.
