In comparison, the Bank of Canada forecasts 2.2% in 2012, 2.3% in 2013 and 2.4% in 2014. The consensus is 2.0% in 2012, 2.0% in 2013 and 2.5% in 2014.
Those are some hurting numbers but the budget officer maintained a forecast for a government surplus in 2015-16.
