Those slippery eels at the European council finance ministers meeting yesterday managed to sneak an extra €7.3bn increase on to the 2013 budget.

The €132.8bn 2013 budget was agreed back in December, to much fanfare for keeping the increases down.

In typical EU fashion though the extra dosh was tacked on under the guise of

measures to support economic growth, create jobs and tackle unemployment, especially among young people
