The vote on the Keystone XL pipeline fell just short of the 60 needed to avoid a filibuster.

The final vote was 59-41.

It will be taken up again in January when the new Congress is sworn in. That Senate will include the winners of the mid-term elections.

In January with more Republicans in the Senate it will surely have enough votes to get to Obama’s desk but still might not have the 66 votes to override a Presidential veto.

There’s some talk Obama could trade the pipeline for some other environmental concessions from Republicans.

The Canadian dollar edged lower after the decision.
