Like QE? Perhaps M. Coeure just hinted that as he says the ECB could buy bonds if monetary policy requires it but will not do so otherwise.
The ECB used to say they bought bonds in peripheral debt for monetary policy transmission purposes but abandoned that fiction last spring.
