Are there even tools to do that?
I mean, if you told the BOE they could have any tool they wanted, what would you give them to improve productivity?
The best tool is called 'capitalism' along with good demographics and a well-educated, motivated population. Not sure there's any kind of lever to pull on. I guess you could incentivize investment or R&D via tax policy but that's a road paved with good intentions.
