But calls for an agreement to be found before the summer break
- Expects only an exchange of views tomorrow
- Agreement can only be made later during physical meeting of EU leaders
That pretty much rules out the importance of tomorrow's European Council meeting. The more serious discussions on this will now be pushed to July as such.
