Formalising an OPEC+ institution was also touted ahead of the Vienna meeting back in June, but nothing came from it. I'd imagine it would be a hard thing to push through, but essentially all Russia wants is an alliance with Saudi Arabia itself I reckon.
They're both playing the long game in a battle against the US on market share, so to them it's more of a case of finding allies instead of making enemies.
