This relates to comments made back in November of 2017 by Sigmar Gabriel (who was Germany's foreign minister at the time) on Lebanon being a 'pawn' of Saudi Arabia
Bloomberg cite unnamed sources ("people with knowledge of the matter") now saying Saudi Arabia is cutting back on its dealings with some German companies.
There is plenty going on with oil (and the euro), I reckon this might be only a minor issue lost in the bigger picture (trade issues re tariffs, OPEC/non-OPEC production, mid east tensions more broadly) but here is the link for more
