The point of these sorts of remarks from the upper echelons of the US administration is that it is not possible to read them without reference to current tensions between the US and China.

  • Sure we have trade talks going on.
  • Sure China is buying a few shiploads of soybeans.

But even in the trade talks this is only scratching the surface (still gotta address IT issues etc) … and even the trade talks are just a scratch on the surface themselves.
