He's alluding to an earlier report by the OSCE that they recorded 80 ceasefire violations on the line of contact in eastern Ukraine as of Friday morning, with clashes in the region on Thursday the biggest since 2015.
Lavrov adds that the OSCE monitoring mission has started to try and "conceal events" in the region. Those are some interesting remarks, if anything else.
