Initially, the report says the US was prepared to 'attack' but now it says 'respond'. Attack sounded aggressive. I won't want a cyber attack starting WW3.

The US had previously threatened sanctions even for cyberattacks, so this is an interesting one. Though pinning down who is responsible for a cyberattack is always a difficult task.
